In the past Boggarts traditionally looked down on shieldbearers. Nowadays majority of them still shun away from handheld cover. Irrespective of their opinion, fighters with shields consistently survive more often than ones without. This way defensive equipment slowly carves its rightful place even if nobody ever changes their opinion about it.
